What Are Staff Plots in DHA Phase 8?
In Pakistan Defence Officers Housing Authority (PDOHA), staff plots are subsidized residential plots allotted to serving and retired military officers, junior commissioned officers (JCOs), and DHA administrative employees as part of welfare housing benefits.
Because original allottees frequently monetize these assets upon balloting, staff plots trade actively in the open real estate market. Civilians and overseas Pakistanis are 100% legally permitted to purchase staff plots and transfer them into their own private names through standard DHA transfer procedures.
How Civilians Can Safely Buy a Staff Plot
Buying a staff plot requires strict verification to ensure no unresolved welfare encumbrances exist:
- Original Allotment Order Check: Inspect the official Allotment Letter / Intimation Letter issued by DHA Karachi to the original officer.
- Verification Slip (NDC): Apply for a formal No Demand Certificate (NDC) and Verification Receipt from the DHA Transfer & Record Directorate to confirm that all development installments and service dues are cleared.
- Direct Transfer Appearance: The original allottee (or legally registered General Power of Attorney) must appear before the DHA Transfer Officer alongside the buyer to sign the official transfer deed.
- Issuance of Transfer Letter: Once transferred, DHA issues a brand-new Transfer Letter directly in the civilian buyer's name. The plot ceases to carry any special restrictions and behaves identically to any standard open plot.
